After not having an issue with this for a while it's suddenly back with a vengeance for me in 1.9x
I only have an issue with download speed limits in place fortunately but it's enormously frustrating.

I am seeing this as well when I fire up more than a couple of torrents. Only happens when downloading. Seems to be more peer count than speed based.

1.74 on a current 24" iMac with 10.6 and it appears speed limit is functioning correctly now. Been testing it sporadically since the release and haven't had a problem yet (touch wood). Going to leave it over the weekend, hopefully everything is still working come Monday. Edit: A further week of...

I can confirm this behaviour on 1.73 under an unmodified OS X 10.6 10a421a across multiple Macs. Global limits work fine but the speed limit mode results in unresponsive applications or (usually) a Mac that has locked itself and thus a black screen with a beach ball.
