how do I find one that isn't?

Error: I could not see your service on xx.xxx.xxx.xxx on port (51483)
Reason: Connection timed out

I filled in the IP with X's but what exactly does this mean? Does this mean my ports
are blocked?

Hey guys,

I have never had this problem until a few days ago. It says Port is closed and my download speeds are
literally terrible. What do you recommend I do to fix this?
