When selecting a data location, you always need to select the folder one level above whatever file or top level folder that was created by Transmission for the torrent.

Did you select the torrent in Transmission's Main Window first?

I tried 2 things:
1. Double-clicked the .torrent (which leaves T's transfer window blank) and tried "File->Move Data File To..."
2. Clicked "Add," paused T, and tried "File" etc.
In both cases, that option was grayed out. Perhaps this is diagnostic?

Perhaps the data has been changed in some way since it was d/led or you may be trying to use a different .torrent than the original. In that case, you would need to re-download the torrent data.

I deleted the torrent file and (empty) folder from the locations you specified -- even relaunched T -- but get the same behavior.

I have the "Default location" set to "Same as torrent file," and "Keep incomplete files in" set to "Desktop." The torrent file and folder are on the Desktop and the folder is intact with its original name, etc.

I'd like to restart seeding too but can't using these instructions.
I moved the torrent and the download back to the default download location, but when I try to verify, T 2.4.2 refuses -- it shows the download (which is a folder) as being empty. It isn't -- I checked and everything's there.

I'm using 1.5 also, on OSX 10.5.6, and have seen none of these problems.
Have you tried the usual voodoo? That is, trash T's preferences (org.m0k.transmission.plist), repair permissions, reinstall T, and zap the PRAM?
You might check the Console to see whether T's producing any error messages that ...
