Open transmission. There will be a list of the torrents that you are downloading. Right click on one of them. Select "Properties". Select "Options". Under Speed there are three check boxes. Uncheck the box that says "Honor Global Limits". Now Check the boxes that say "Limit Download Speed" and ...
