Hum, are you sure the ports are forwarded correctly? You checked if transmission shows the green light?
I've the same speed on both, my max download was 1.2MB/s and being regular of 1.1MB/s.
Sometimes when you disconnect from some peers then they seed for other people and you won't get the same ...

I've already reported that bug long ago to the Transmission developers, they didn't care so much about it, but now that everyone will move soon to Snow Leopard we'll see lot of bug reports if it's not solved yet
