I have no idea if this is exactly what's going on with me, too, but it could very well be.

I just updated to 10.5.8. I'm running a 2.8 GHz Quad-Core Intel.

Transmission was running fine before I updated to 1.74. No problems, no complaints. Once I update, suddenly my upload rate is capped at 10 KB ...
