I would like to report that I'm also experiencing this problem. My upload limit is set to 30 KB/s. Transmission reports that it is hitting that rate, but my actual upload rate, as reported by iStat Menus, is hovering around 60-70 KB/s, which is my maximum upload rate. This is affecting my download ...
