It's downloading when the DHT is on.. But still with the errormessage.
What tracker is giving that error message?

besides the point really.. Transmission is not doing what it is supposed to do. what i tried to prove with the rtorrent experiment is that the torrent is valid, the tracker works as designed and i get a valid download. i usually launch the rtottent in a screen. so i don 't see any tracker messages....

Another supposition for a user would be be that the one of the most popular open trackers OpenBittorent(http://openbittorrent.com/) has removed it's HTTP tracker and now only uses UDP. Submitting my vote for UDP support based on the growing trend to remove HTTP trackers, and only rely on UDP tracke...

Just my thought. I could be wrong.
By verifying data, Transmission knows where to start downloading packets that you don't have for that torrent.

I think he is asking that it do it as soon as a browser windows opens, and not be a manual change. It seems like a good idea to me for the Desktop versions of Transmission. I know he's asking for it to be done as soon as a browser opens. But really you could be clicking the turtle while the browser...

It already exists, and it is called temporary speed limits.
Set your temporary speeds in preferences.
Go to transmission, click on the little turtle in the bottom left corner, before you open your browser.
Open browser.
After closing browser, click little turtle again to resume normal speeds.

Yes, your upload speed is set to 0kB/s, when you chose 0, unlike other clients where setting your upload speed to 0 means unlimited.
The best setting is about 80% of your total upload bandwidth.

Do the torrents have trackers? Do you have PEX and DHT enabled?
Then the torrents can be seen.
Most torrent clients use unlimited bandwidth, when set to 0. I'm not sure about Transmission.
