I'm using 51413, but like Quail, my rate repeatedly drops to zero and stays there for an indeterminate amount of time and then starts up again. This did not occur with 1 ...

This perfectly describes what's happening for me. Both 1.80 and 1.81. Running under 10.6.2. Under 1.80 I had the slow startup problem, but this seems to have been fixed in 1.81. The problem Quail describes remains, however.
