I use this Setting already, and yes you are maybe right with the Layouting thing, but for Mobile Safari you can turn on layouting tofit the iPjone Screen as well as allow Pinch&Zoom , so you can setup the layout to fit the device screen and turn on the Zoom as well on, there is no problem tith it ...

Maybe on firefox but not on Mobile Safari
