I disabled DHT before making any other changes. Since then I've tested a variety of settings ranging from only allowing 2 active transfers with 10 peers and 100 kb/s speeds, to allowing 5 active transfers up to 200 ...

Does anyone know if this same OS bug is in Snow Leopard? I ask because before upgrading to Snow Leopard I was having similar troubles, but after upgrading the trouble has only gotten worse. Here's my hardware configuration:
