Actually the WebKit(Safari) project has replaced the black inspector with this: Image, and is probably what we will see in the final version of Safari 3.

Well, I do not like the idea of a black inspector in normal mode, however if a fullscreen mode were made, as discussed in this thread, there could multiple untabbed control panels. I still think we should wait and see the UI changes in Leopard(if any major) and then decide.
