Mainly because the connecting problem didn't come at a specific point in time, but was introduced by preceeding difficulties, I have the impression it shouldn't be a ISP problem. At least I think it's a hint why it didn't start as such...

Did you actually stop the daemon then make the changes and after that start it up again, or did you just make the changes and then re-start it?
If first one, then something is wrong.
If second one, then you are doing it wrong.

Always stop the daemon before making changes or they will be overwritten and lost when you do quit.
The change is still permanent in my preferences after many restarts. But that doesn't cause any difference.
Do you suggest, that even if the change sticks in the preferences after rebooting ...

I found the torrents on my system in the following folder (only searchable with su-privileges): ".config/transmission/torrents/".

The posted solution sounds very easy, but I can't find such an option in my transmission client. Is there any other way to change the folders after starting the download?
