"download-queue-size": 5,

and

"queue-stalled-enabled": false,
"queue-stalled-minutes": 30,

and then start deamon ??

well if you are using Tranmision Remote GUI then right click on torrent and set ratio from 2.00 to 1.00
it will stop seeding as ratio will become 1:1

i was set to limit up/down speed to 50kbps
