Same problem for me.
When I use values for speed-limit-down less than about 8500, they are honored.
When I use higher values for speed-limit-down, download speed drops to about 1MB/sec or less.

Same story with speed-limit-upload.

I use transmission-2.33 on FreeBSD-7.

May be there is an overflow ...

BTW, I sometimes see machine M1 in M2's peer list with lowercase "d" status: "We would download from this peer if they'd let us".

After few seconds, that peer disappears from peers list.

Why M1 does not let M2 to download?
