Same problem for me. I am downloading in another application at 500+kbps, launch Transmission and it drops to under 100kbps. I disabled Peer Exchange and cut my upload in increments all the way down to 5kbps. At that point my download in the other app climbed to close to 300kbps, so it is definitely ...
