OK, well, then I have to think again about switching from transmission-gtk to transmission-daemon. There is just one thing that held me back until now ... so far I could not find any transmission-daemon client that can rename files within the torrent. This is a feature of transmission-gtk that I use...

OK, that's really bad. I think by "restart" they mean "restart transmission" and that's what I always did before finding the workaround. And for me, the full restart worked 100%. The workaround I described just helped me to avoid the full restart. And for me, "Start Now"...

What makes it even worse is that torrents listed in "Finished" are not "Finished" any more after transmission restart. Instead the are in "Paused". At least in transmission-gtk/Linux. This could indicate that "Finished" is handled as something special that can...

I have stumbled on a workaround:
After you corrected the location, just click on "start now" in the torrent's context menu.
And BTW, transmission-gtk (on Linux) is also affected.
