Transmission

I'm running Transmission 2.61 (13407) on a 64 bit install of Ubuntu 12.10 server, and I'm experiencing what seems to be a bug in the seed queue.
I've set it up to cap the number of downloads to two, and the number of seeds to 1. The download cap works, and I can add torrents, and they'll queue up as ...
