This will definetly save someone alot of time. I'm about 6 hours into this. On a default ubuntu 14 install the program will be loading its settings file from /var/lib/transmission-daemon/info/ NOT /etc/transmission-daemon like every one says. I edited the file there. Problem solved. I don't know why...
