update: I found a command to run in terminal that fixed file sharing issues after recent security update:
Type sudo /usr/libexec/configureLocalKDC and press Return.
but that didn't seem to fix torrent issue.
then I restarted iMac again and torrents started downloading.
weird.

Javascript and cookies are enabled. Browser is latest version of Safari. I am using the macOS public beta though, so maybe that has something to do with it...
