He's an illustration of what OP suggested to attract attention to the Turtle icon. It could be colored in yellow, orange or red when the Speed Limit Mode is on.

I don't know if the developers are seeking help in testing Transmission on Catalina, but I can already report that it's super slow. It doesn't seem to take more CPU or RAM than usual but the app is almost unresponsive. The web interface is unaffected.

I never thought that any palettes in any soft was a great GUI design but for tools in a drawing software like Illustrator or Photoshop that a matter of preferences I guess, but for an « inspector » palette... that's different, IMHO.
