There is no such functionality in official transmission, but I found this fork of transmission client, after building it you can specify external IP at settings.json in this way:

Specifying external IP for port forwarding

Hi everyone. My PC is behind ISP's NAT, but ISP configures port forwarding for me. But IP for port forwarding differs from my internet IP, i.e. Port forwarding: A.A.A.A -> PCs IP https://whatismyipaddress.com/ IP: B.B.B.B Is it possible co specify IP address for incoming connections?
