When it says "downloading from 0 of 3 peers," does that mean Transmission thinks 3 peers have the file but they're not currently active? How does it know they have the file? And if that's not what it means…what does it mean?

This is just a general interest question.
When it says "downloading from 0 of 3 peers," does that mean Transmission thinks 3 peers have the file but they're not currently active? How does it know they have the file? And if that's not what it means…what does it mean?
