SOLUTION
Turns out the window was about a mile off the right side of my desktop. I hit ALT + Spacebar, selected Move, and then held the left arrow key for several seconds. The window eventually crawled into view.

Thank you for the suggestion. I've tried uninstalling a few times, with no luck. Being paranoid, uninstalled, restarted, installed, restarted, then ran Transmission and I still have the same error.
