The partially downloaded parts are saved. The data is saved with the temp file(s) and the information on what parts are: Complete, partially complete or missing is stored with the settings for Transmission.
So it is possible to backup partially downloaded parts of a torrent.

1) Is force starting torrents or pausing/starting torrents bad? Picking the option "Resume right away" is perfectly fine to do, it will start a paused torrent that is waiting because you have more torrents active that you have allowed in your settings. Stopping and starting a torrent migh...

But one thing you can't save are unfinished pieces, so if something would go wrong you would lose a bit of the download That statement doesn't really make any sense. When you tested on the new account, did you download a new torrent or test with one you had downloaded with the other account?
Try to download torrents from a new source and see if it might be a problem with the site you download from.

No Response (0) is the text shown if transmission doesn't get a response from the tracker. Is it all on same tracker? is so do they have a limit on how many times you can connect to tracker with in a given time period? that could explain why some but not all work. I would guess you will have to talk...

I'm able to reproduce it every time i start up build 8478 there are no active torrents and Transfers.plist only have 1 empty root element. reverting back to older version of Transfers.plist and starting with 8461 works, all the torrent files are there. There is no crash. Any tips on further trouble ...

DHT is working fine on 8450. I have tested it on two different DHT only torrents (tracker is dead and gone).

I would suggest that you check your proxy set up. try changing to a different one.
