Just to let the both of you know, I'm running version 1.61 of Transmission just fine on Snow Leopard 10.6. You can get it here if you want to try it out for yourselves:

To answer number 2, Transmission keeps track of your download when you use the Move data file to... command.
I do not believe number 3 can be accomplished (someone correct me if I'm wrong).

You are not the only one. I haven't experienced bandwidth caps not working but I have experienced numbers 2 and 3 on your list.

Ability to seed the same file to multiple trackers
This would be a great feature. I have some files that I would like to seed to multiple trackers. Right now If I want to do that I have to have one copy per tracker that I want to seed to, and that just isn't an efficient use of disk space and should be completely unnecessary.
