On a serious note, "uploading" is the same as "seeding". Are you talking about torrents which are *only* uploading, and not downloading at the same time? Otherwise I can't see why "seeding" isn't enough.

You could try using https://github.com/mikedld/bt-migrate which allows migrating from Deluge, rTorrent, and uTorrent/BitTorrent to Transmission. I admit it might not be as user-friendly as the tools you liked to though... Feedback is welcome, as I'm planning to get back to this tool in a bit.

Not exactly. Support for XP and 2003 was dropped, plus I'd recommend configuring with CMake and building with MSVS or MinGW (I'm not at all testing Cygwin). I'll try to update those pages when the time comes, you're welcome to help out as well.
