This is actually a Growl issue, and I've filed a bug with them. You could manually turn off Growl notifications for Transmission in Growl.app.

This will be fixed in 2.73.

This is still working for me. Are you talking about when transfers finish downloading or finish seeding? It only does this for the former currently.

I believe bobnose is correct. This is a Safari bug.

I'm seeing this as well. Could you file a bug report with Apple and open one on our bug-tracking site (trac.transmissionbt.com)?

It's uploading the file to any peers that want it. There is no limit to the amount of data that can be uploaded, or time, but limits can be set in the options tab of the inspector.
