Problem is not solved.
When restarting the docker container, the queue order is lost (sort by "queue order"). It seems to always fall back to order that torrents were added. I have tried editing the addDate in the .resume file. I have tried touching the .torrent files (figured that might have moved it to the end). Perhaps it is in "directory order" meaning how inodes are allocated, but I don't know an easy way to change that.
