When will blocklist take effect?

If I edit the block list and then click the "update blocklist" button, will the new rules take effect immediately?
I noticed on 2.92 version, though i update the blocklist list, those ips in the blocklist list are still in the peer list. (I forgot whether these connections are active or not)
A restart of torrent can take them out but is this "restart" necessary?
