don't download again if torrent exists in watch folder?

Is there anyway to prevent a torrent from being redownloaded if the torrent file already has been processed in the watch folder? I know the torrents are all in there with the .added file extension, but can you prevent one that has been added in the past from being added again?

This means having to keep a database with hashes for all torrents you have ever added to Transmission. This feature request is not complicated but it is very niche.

theres an option that when enabled it automatically deletes .torrent files of the watched folder after being loaded in tranmission
