How to setup T-QT Wins 2.82.1 to extreme max DL Speed

I've tried Transmission-QT 2.82.1 for windows
how to get extreme max download speed, i mean how to set T-QT?
Your help, more than welcome.

My condition:
Laptop Acer Aspire i5 4gb Ram Wins 7 ultimate x64
My Speed test here

I understand what byte and bit
you means the top max dl speed, otherwise change to higher plan of my ISP?
nothing to do with the TQT setup etc, just depend on my ISP DL Speed provide.
