403 error accessing a Windows hosted transmission remote daemon

Experts,

I'm having trouble accessing a Windows hosted transmission remote daemon via http://hostip:9091/. I got the following error:
403: Forbidden
Unauthorized IP Address.
Either disable the IP address whitelist or add your address to it.
If you're editing settings.json, see the 'rpc-whitelist' and 'rpc-whitelist-enabled' entries.
If you're still using ACLs, use a whitelist instead. See the transmission-daemon manpage for details.

I have set "rpc-whitelist-enabled" to false in settings.json (there is only one settings.json file on Windows) and restarted the daemon/machine.

Any ideas? What extra steps that I should take?

ah, the proper settings.json is located in C:\Windows\ServiceProfiles\LocalService\AppData\Local, issue resolved.
