Windows Vista + Transmission Issue: Windows Installer Service version not supported

Hello everyone. I'm experiencing an issue with Transmission on Windows Vista that I was hoping someone could help me with.
When attempting to install the latest version of Transmission on Windows Vista, I am greeted with the following error:

Windows Installer
This installation package cannot be installed by the Windows Installer service. You must install a Windows service pack that contains a newer version of the Windows Installer service.

As the author of (what I would consider) an exhaustive document on Vista over at the MSFN.org forum titled "Last versions of software for Windows Vista and Windows Server 2008" (link: https://msfn.org/board/topic/175262-las ... rver-2008/ ) I have attracted a small community of Windows Vista users there that have also tested the software in Windows Vista and have experienced the same issue, so I know it's not a problem with my installation.
The software likely requires Windows Installer 5.0 to be installed, but the problem is that the last version of Windows Installer supported by Windows Vista is Windows Installer 4.5. I'm aware that the main download page says that only Windows 7 or later is supported, but would it be too much effort to support Windows Installer 4.5 to allow the software to be installed on Windows Vista?
As far as I know, Vista isn't missing anything as far as kernel functions go that would prevent the software from running on it, as the latest portable version of Transmission works just fine in Windows Vista since msiexec.exe isn't needed: https://image.prntscr.com/image/ht4-aoB ... n5mKMg.png
