Overall upload speed setting not control all uploads

I've noticed for several Transmission versions (if not for years) that hosts uploading may go over the maximum upload set in preferences. The only way to control this is to set the maximum for the specific seeding torrent file. This over-riding the main settings actually upsets the balance of bandwidth use-age with other apps when using the level of broadband in my country.

(Edit:) This occurs once in a while, perhaps one in 30 or 40 uploads. First thought it's due to a host with a powerful bandwidth 'pull'. The only way to control it is via the specific torrent upload setting.
I think this issue has been around for quite a long time (years.) My last visit here early in year or last year I think found someone else noting a similar issue.

Is there a possible bug fix that may be worked upon for this?
