Connection timeout when on VPN

I have PIA for my vpn service and I have port forwarding enabled. I have my DDNS setup to the public IP when I'm connected to the vpn and using the port provided by PIA. On the transmission web interface it says that port is open but I am unable to use the remote client when I'm not on my network. If the vpn is off I can connect.
