Transmission on Raspberry Pi 3 stops download periodically

Hello, I have transmission downloaded on Raspbian on my Raspberry Pi 3.

I used this tutorial to set it up.

Initially, upon installing it, I had a lot of trouble with mounting my external HDD to be used by the Pi.

I thought I had it fixed, but the download gets to about 1/4 of the way complete and it shows this:

Error: Unable to save resume file: Permission denied

But, the error is fixed when I just press the resume button and it continues to download. Occasionally, depending on the download size, it will happen again. But, it is resolved by once again resuming the download.

Is there any fix to this issue? I have IPvanish running in the background (on university wifi, tethered) and it seems to work fine when it doesn't randomly stop. I used this tutorial to fix an issue with my university's WiFi that did not allow me to SSH/access the web UI on my Pi while behind a VPN.

I can provide any additional info upon request.
