Torrent file opened in Foxl and Transmission

I have about 10 torrents waiting for seeders in Transmission. They's been there for months. But a new torrent opened in Foxl as well as Transmission. Foxl started downloading the file immediately while it sat in queue in Transmission. So out of curiosity, I copied all the queued torrents from Transmission over to Foxl, which downloaded 5 of them instantly. The only settings I change in Transmission are the seeding ratios and speed settings. Any idea why torrents in Transmission would sit idle when there are active seeders? For the record, there are regular torrents which download properly, so Transmission is working.
