Upload rate setting ignored?

Hello, my upload rate was set to 0 kb/s as you can see in the screenshot.

But now I got a letter from a law firm that says that I shared a movie. That they downloaded it from my computer and that they have proof (file with hash) on their computer now.

Is it possible, that my computer has shared a movie via transmission when my upload rate is set to 0 kb/s ???
