I'm currently running Transmission in a Docker container on Ubuntu 18.04 host. I constantly see this error message:

Couldn't connect socket 78 to <ipv6-address>, port 28271 (errno 99 - Address not available) (net.c:288)
I only noticed this when one of my torrents wasn't connecting to a single peer. I can only assume this is the problem because it's the only error I see, but I also don't think I understand the problem very well.

Why wouldn't I be able to connect to IPV6 addresses? Is this an issue on my end or their end?

I noticed the issue opened on Github, but it sounds like they are talking about trying to disable IPV6 altogether. I want to be able to connect to as many people as possible, and don't want to rule out IPV6 addresses, so I don't think it really applies to me.
