Linux: new install on old home with old transmission - can't resume from where i started?

Linux: new install on old home with old transmission - can't resume from where i started?

New install of ubuntu 20.04.3, root and home on separate partition.

afaict i have full ownership of the drive since i can read/write/delete everything on there. everything is back up and running except transmission. every time i run it, it resumes back to where i had it before the install. all my old files are considered 'gone' and have to be re-verified to their moved folders (I moved finished files via transmission).

to clarify - transmission knows which files were on there before, but considers them gone. it is able to re-verify the files that are in the default download folder, but the ones that were moved through transmission, i have to re-verify manually to their new locations.

I have tried copying the old .config files over to the new folders but has no effect.
