It's very likely that this is the problem. This is ticket #1631 (see that ticket's description... sound familiar? , and its fix is being tested today in svn trunk. Same thing. I was connected to a torrent that saw about 60 peers and was downloading from about 15 of them at a time.
Upgraded to 1.4.2, and only could connect to one peer at a time.
Downgraded to 1.4.0, and everything works perfectly.

Thanks for the suggestion. I've actually re-installed 1.40 (call me fussy) and all works as previously.
