[1.50b1] Transfer does nothing when the upload limit is 0
I've noticed in 1.50b1 (and this also happens in 1.42) that when you limit the upload speed to 0 kb/s, the transfer does absolutely nothing. I sometimes want to limit the upload to 0 for a private tracker if I have a ratio which I find high enough. If I set the upload limit to 1 kb/s, it works fine. I understand the tit-for-tat system but this seems something different. There are loads of seeds most of the time on this tracker. I am using T on Mac OS X 10.5.6.
