Temporary Peer Limit

I spend a portion of my time on a network that limits the number of peers a computer can connect to to limit large torrenting over the network. If my maximum peer limit is above this limit, my connection slows way down, but if I change the maximum peer limit, the connection works at normal speed with the allotted number of peers. I would love to be able to tie this into turtle mode so I don't have to change the peer limit manually and can toggle low-count and high-count modes quickly.
