Offline/Online mode for daemon

It would be sometimes useful to make transmission-daemon go offline, i.e. disconnect from network without unplugging ethernet cord.

For example some thermal monitoring script can use this mode as a reaction on laptop hdd overheating to give a it a break and cool down.
I'm using an old EEE PC with 1TB HDD and this HDD gets too hot (> 55C) after couple of hours of "torrenting" at full Ul/Dl speed (100Mbps). Everything becomes somewhat better if I limit the speed to 2/2 MB and the critical temperature is never reached at all, but then downloading of large torrents takes 3 to 4 times longer and seeding is also not as fast.

Offline/online can be designed to toggle on receiving SIGUSR signal, or via WEB/GIU/CLI client, and this setting should better be persistent, same as turtle mode.

Does someone like the idea?
