I didn't experience this until I've updated to 2.82 (can't remember the previous version, I've skipped a couple or so updates), but the solution posted worked, mainly disabling PEX. I guess there is a bug in the version that inadvertently hogs the bandwidth even when there's no transfer at all.

I also just experienced this with version 2.82.
It was causing my VPN to disconnect repeatedly.
Tried earlier version and working correctly again.

Will try will above mentioned fix, but this would happen with only one download and i do not want to limit speed to 1000KB. have a 60 Mb pipe.
