Transmission not opening new torrents

Every few days transmission will stop opening new torrents added to the watch directory. If I quit transmission and start it again then they open. Obviously this plays havoc with my ratio's on torrent servers. How can I diagnose this problem? I am running El Capitan but I was having the problem under Yosemite as well.

Otomatic downloads the torrent files and places them in the watch directory as it should. Transmission fails to detect the new torrent file until it is restarted. I looked through the preferences but I can't find a debug setting. Thanks for any help.
