"Can't set TOS '0': Invalid argument", glitching download rate

Every download cycles between full speed 1000 KB/s to 0 speed downloading. As a result downloads take forever. A test with Vuze shows a constant full speed download rate, so it's not my Mac, NAT, or ISP causing the issue.

Message Log shows a lot of "Can't set TOS '0': Invalid argument"
"Could not connect to tracker" for one tracker
"Scrape error: could not connect to tracker" for that same tracker.

Console shows:
"Transmission[362]: assertion failed: 16E195: libxpc.dylib + 74307 [ABC45890-DA23-3A4A-B50B-1384BD4CBBDF]: 0x89"
"BUG in libdispatch client: kevent[EVFILT_MACHPORT] monitored resource vanished before the source cancel handler was invoked"

• Port is open
• Tried random ports too. CanYouSeeMe.org shows ports are open.
• Deleted all preferences
• Deleted and reinstalled Transmission
• Gots tons of peers
• Looks for Settings.json, don't have one cause I only use the GUI.
• Three of five trackers show failures

Transmission 2.92 on Mac 10.12.4,MacBook Pro (Retina, 13-inch, Early 2015)

This has been happening for at least a year over various versions of Transmission.

Hey man,

I had the same issue and it figured out that i was my VPN that caused those issues, so it might be worth checking if it's the same for you!

I don't have a VPN.

Doesn't happen with Vuze, either.

Update: problem seems related to external storage. The download speed glitch only happens when the download destination is to a USB thumb drive. When the file is moved to the internal drive the download functions correctly.
