torrent not working since upgrading to 10.13.2

Hi

Since upgrading my macOS to 10.13.2, no torrent app has been able to download anything. Magnetic transfers just sit there without getting torrent data. It's been working for years and just recently started having issues, so I'm thinking something broke with the 10.13.2 update. I was able to get it working once since then by forwarding port on my Airport Extreme. But even that's not helping. I tried restarting router, modem, and iMac but no joy. Tried using utorrent but same issue. Tried the latest nightly build of transmission, but same issue. Just tried using utorrent on my Windows 7 PC and it works fine. So issue is not with router setup. Issue is isolated to my iMac.

Any ideas on fix?

update: just tried a test user and same issue. So issue is system wide.

update: I found a command to run in terminal that fixed file sharing issues after recent security update:
Type sudo /usr/libexec/configureLocalKDC and press Return.
but that didn't seem to fix torrent issue.
then I restarted iMac again and torrents started downloading.
weird.
