Due to a lack of space on my internal drive I thought I would simply create an Incomplete Downloads and a Completed Downloads pair of folders on my external drive. I copied the contents of my two corresponding folders inside my internal Downloads folder to the external. Everything worked great until I rebooted a day later and now most, but not all, of my downloads are greyed out and appears missing. The prefs are set for the original folder on the internal/boot drive and I obviously reset the prefs to the external drive folders but the behavior is the same in Transmission [greyed out/unfound partial downloads] and on restarting Transmission the prefs revert back to my internal/boot drive.
